Our Philosophy

The power belongs
to the community.

We did not build a technology company and decide to manage HOAs. We sat in the board chair, saw the gaps, and built something better. One principle: the community belongs to the people who live there.

01
Residents Own
The community belongs to the people who live in it. Management serves them, not the other way around.
02
Board Decides
Elected by residents to govern on their behalf. CMP serves the board's lawful direction. We advise, we do not govern.
03
CMP Advises
We assess your board's governance posture, surface the gaps, and deliver a clear roadmap. You leave knowing exactly where you stand and what to do next.
04
Transparency Follows
Communities ready to modernize use Covenant to bring documents, communications, and governance workflows into one accountable platform.
Why CMP Exists

I grew up in Prince George's County.

When I became president of my HOA board, I went through a full management-company search and interviewed several of the major firms serving this area. Good companies. Good people. Real experience.

But I kept noticing a gap.

Prince George's County is one of the most successful majority-Black communities in America, yet I could not find a community association management company rooted here, built here, and reflective of the communities it served.

When the firm that came closest was absorbed through a merger, that gap became impossible to ignore.

That is why Covenant Management Partners exists.

CMP is being built for communities that want more than administration. They want transparency, structure, accountability, and a management partner that understands the people behind the properties.

Our Signature Offer

The Governance
Health Check.

A structured, fixed-scope assessment of how your community association operates, delivered by an experienced practitioner and sitting HOA board president. Not an audit. Not legal advice. A professional review that tells your board where it stands and what to do next.

Every Governance Health Check includes six deliverables: a written report, a readiness scorecard, and a board presentation, plus the discovery work that makes them meaningful.

Virtual Kickoff Call
45 minutes with board president or 2–3 board members to review priorities and collect documents.
Document Review
Governing documents, minutes, violation records, ARC history, annual calendar, and management reports.

Readiness Scorecard
Six-dimension scoring: records, meetings, communications, compliance, resident experience, and Covenant readiness.
Board Presentation
45–60 minute virtual findings presentation with recommendations and a clearly priced proposed next step.

Disclaimer: The GHC is a professional advisory service. It does not constitute legal, accounting, reserve-study, or insurance advice. Disclosure: CMP is a trade name of GovernUp Solutions, LLC, which also offers the Covenant platform referenced in this assessment.

Who We Serve

The communities
that need us most.

🏘
Self-Managed Associations
Communities running on volunteer effort alone often need structure, records, and governance process. The GHC gives you an honest outside assessment of where you stand and what to address first.
🏢
Managed Communities
Having a management company does not mean your board has full visibility into governance gaps, compliance posture, or operational readiness. The GHC gives your board that picture, independent of your management company.
🔄
Communities in Transition
Leaving a management company, navigating a merger, or onboarding a new board creates uncertainty. The GHC gives your board a clear picture of where you stand before your next move.
📋
Communities Demanding Transparency
If your board makes decisions that disappear into email threads, if residents cannot access documents, or if violations are applied inconsistently: CMP was built to fix exactly that.
📍
Prince George's County Communities
Upper Marlboro. Bowie. Suitland. Capitol Heights. Forestville. Oxon Hill. We know this county because we live here. Local accountability is not a talking point. It is an address.
Powered by Covenant

The operating system
for modern communities.

Covenant is not a bolt-on portal. It is the purpose-built community operating platform that makes CMP's governance-first model visible to your board and your residents, every day, not just at meetings.

Every community CMP manages runs on Covenant. Your records, your decisions, your communications, and your compliance calendar: organized, accessible, and permanently yours. If you ever change managers, your data goes with you.
